The International Labour Organization (ILO) is seeking a qualified consulting firm to conduct a feasibility study on the introduction of a Universal Disability Benefit (UDB) in Kenya. The study will assess the legal, policy, financial, and institutional frameworks, as well as the socio-economic conditions of persons with disabilities, to determine the viability and sustainability of the proposed benefit. The assignment will include reviewing existing disability-related social protection programs, identifying gaps and challenges, analysing global and regional good practices, and developing feasible design options for the UDB. It will also assess financial implications and propose sustainable financing strategies, culminating in evidence-based policy recommendations and a practical implementation roadmap. The Lead Consultant must have: At least a Master’s degree (PhD an advantage) in social sciences, economics, disability studies, or a related field. A minimum of five years’ experience in social protection and disability inclusion. Proven experience in the design, costing, and financing of disability-inclusive social protection programmes. Demonstrated expertise in working on complex policy and economic frameworks and identifying sustainable financing options. Strong knowledge of rights-based approaches and familiarity with ILO social protection and disability inclusion standards. Experience working with governments, social partners, organizations of persons with disabilities, development partners, and the UN. Excellent writing and communication skills in English
