BACKGROUND The European Union (The Directorate-General for Enlargement and the Eastern Neighbourhood – DG ENEST), United Nations Development Programme (UNDP) and the World Bank (WB) are partnering in the implementation of a multi-country assessment of the socio-economic vulnerabilities of the Roma population in Georgia, Moldova and Ukraine. The assessment aims to build a first-ever comprehensive evidence-base of quantitative and qualitative data on Roma and vulnerable non-Roma population to inform effective policy-making and enhance Roma inclusion.n. The set of qualitative data comprise of 1,368 micro-narratives gathered in Georgia, Moldova Ukraine, reflecting the lived experiences of Roma people of exclusion and challenges in obtaining personal documentation, access to housing, health, education, gender-based inequalities, employment, and displacement. In addition, quantitative surveys will be conducted in July - August 2025 and will cover complementary themes related to access to civil documentation, housing, education, employment, health, income, access to services, discrimination, and displacement, and cross-cutting issues including gender, age, disability, statelessness, informality, and intergenerational exclusion. The third segment of this analytical toolbox includes the development of a Digital Social Vulnerability Index (DSVI), which aims to connect the survey results with geospatial and publicly available data thus providing insights for the territorial distribution of vulnerabilities. Building on this rich resource of primary and secondary data, UNDP seeks to engage a qualified institutional partner to prepare three Report(s): Multidimensional perspective to Roma Inclusion and socio-economic vulnerabilities in Georgia, Moldova, and Ukraine. I. OBJECTIVESThe purpose of this assignment is to develop high-quality, context-specific, and policy-relevant Reports on Multidimensional perspective to Roma Inclusion and socio-economic vulnerabilities in Georgia, Moldova, and Ukraine, primarily drawing on findings from the MCS including the qualitative survey, quantitative, geospatial data as well as other publicly available sources of evidence.
