It is anticipated that the International Criminal Court (hereafter referred to as the ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for the Implementation and Services for provision of an Open-Source Library Management System (LMS) for the ICC Library. In this connection, the ICC is requesting expression of interest from qualified firms. Brief Scope of Work The Library invites qualified vendors to submit an Expression of Interest (EOI) for the implementation of an open‑source Library Management System (LMS), with Koha identified as the preferred platform. The project includes data migration from the current Library Management System, configuration and deployment of a production‑ready Koha ILS, and provision of training and ongoing support services. This EOI aims to identify capable vendors with demonstrated experience in open‑source ILS solutions, library data migration, and end‑to‑end implementation services. Vendors must demonstrate proven capability to migrate the available customer data from the incumbent LMS into Koha.
