PSP China intends to establish a Frame Agreement with a qualified vendor for the provision of the required services of staff workforce administration services. The anticipated commencement date is September 2026, with an initial contract period ending on 31 December 2026. Subject to satisfactory performance, continued operational requirements, and the availability of funds, the Frame Agreement may subsequently be extended for up to three (3) additional periods as outlined below. The total potential duration of the Frame Agreement is three (3) years. The supplier must have proven experience and expertise in comprehensive staff workforce administration services including employees’ contract management, payroll service and individual income tax withholding, statutory social insurance, housing provident fund, supplementary insurance administration, onboarding, offboarding, employee relations and labour dispute support. The Terms of Reference (TORS) are detailed in Annex A of this document.
