Conduct targeted Assessments and Develop Management Plans for the SDG 16 Portfolio on Peace, Justice and Strong Institutions. UNDP’s Strategic Plan and policy framework articulate the organization’s commitment to advancing the 2030 Agenda for Sustainable Development. The Social and Environmental Standards (SES) support this commitment by ensuring that social and environmental sustainability is integrated across all programming. As a core UNDP policy, the SES require that all UNDP programmes maximize social and environmental opportunities and benefits, while also ensuring that adverse risks and impacts are avoided, minimized, mitigated, and effectively managed. While the SES do not define the substantive development outcomes or results orientation of UNDP programming—these are outlined in the Strategic Plan and related programming instruments—they play a critical role in enhancing the consistency, transparency, and accountability of decision-making and implementation. The SES contribute to improved performance and the achievement of sustainable development outcomes by guiding UNDP staff, implementing partners, and responsible parties in managing social and environmental risks and impacts. The objectives of the SES are to:1. Strengthen the quality of programming through a principled approach;2. Maximize social and environmental opportunities and benefits;3. Avoid adverse impacts on people and the environment;4. Minimize, mitigate, and manage adverse impacts where avoidance is not possible;5. Build the capacity of UNDP and its partners to manage social and environmental risks; and6. Ensure full and effective stakeholder engagement, including through a mechanism to address complaints from project-affected people Objective; The primary objective of this contract is to conduct targeted assessments and prepare corresponding assessment reports (listed in the TOR) that will inform the development of tailored management plans for the entire portfolio and individual projects within the Inclusive Governance unit of UNDP.
