The ILO seeks an independent evaluator to conduct the final evaluation of the EU4Employment project in Bosnia and Herzegovina. Implemented from February 2023 to January 2026 with support from the European Union and Sweden, the project aims to increase employment opportunities for youth, rural women and vulnerable groups through improved active labour market policies, demand-driven training, innovative activation services, and support to the Youth Guarantee roadmap. The evaluator will undertake a desk review, prepare an inception report, conduct stakeholder interviews and consultations, analyse findings against ILO/OECD-DAC evaluation criteria, and produce a draft and final evaluation report with conclusions, lessons learned and actionable recommendations. The assignment is expected to last about four weeks, including inception and desk review, interviews, analysis and reporting.
