The United Nations is seeking information from potential vendors to understand the capabilities and solutions available in the market for a system that can effectively monitor and analyze the information environment (both social media – and other media streams, such as traditional online/print media and broadcast/radio data) for planning and decision-making, especially for the identification and analysis of mis- and disinformation and hate speech in peacekeeping settings and other fragile contexts. The purpose of this Request for Information (RFI) is to gather details about product offerings and capabilities in this domain. I. Background and Objectives: UN peacekeeping operations are deployed in some of the world’s most challenging places. In these complex environments, the spread of misinformation, disinformation and hate speech has serious consequences, threatening civilians as well as the safety and security of peacekeepers and undermining mandate implementation. Therefore, we are looking for a comprehensive solution (if available), or components of a solution that we can build up in-house, that can offer any or all of the following: 1. Monitor online media sources , print media, broadcast/radio and other sources where mis- and disinformation on peacekeeping settings may be spread. 2. Identify threat actors or entities involved in spreading mis- and disinformation. 3. Perform advanced analytics on media data to help identify emerging and existing techniques, tactics, inauthentic behaviours – including related to different actors and information campaigns, and the use of AI-generated media - and narratives of concern. Features would also allow for client-side search queries (e.g. through Boolean searches). 4. Translate from original content languages into English for effective analysis and reporting. 5. Be accessed through an API, or run on the UN servers, such that analysis outputs (e.g. raw data or post-processed data) can be integrated into existing UN technology. The ability to be able to be modified and adapted is desirable.
