Please note that this ITB will be submitted through the In- tend -UNGM portal. Closing Date: Offers should be submitted latest by 01 October 2025, 23:59 (Cairo, Egypt local time). ITEMS NEEDED: • As per the attached (ANNEX 1) with specification. OFFERS: • Must comply with the requirements stated in the attached ITB. All Technical details and the financial requirements should be completed as per the annexes 1&2 through the United Nations Global Marketplace (UNGM). • The Financial and technical offer should be submitted in the attached excel bidding sheets format and in PDF form as well. • Quotes should include the delivery to MOH/Egypt warehouses. • Annexes 1 and 2 must be completed exactly as provided, without any modifications. • Please be advised that Annex 2 (Financial Annex) is protected and locked. You will only be able to input data in the designated cells. • If you wish to submit more than one option for a single item, please enter each additional offer in a separate row within the same “protected” worksheet, reflecting the alternative option(s) in terms of model/brand, price, Incoterm, or delivery time. • Any attempt to unlock the sheet, modify the template, or submit a different format may result in your offer not being considered during the evaluation process. We appreciate your cooperation in adhering to the prescribed template, which is necessary to ensure consistency, fairness, and efficiency in the review process EVALUATION OF OFFERS: Compliance with the requested specifications requested by WHO Technical evaluation: Pass or fail according to the below criteria: • Compliance with the requested specifications requested by WHO • Availability of the catalogue/Data sheets for the exact model/brand offered by the bidder • Availably of the quality assurance certificate for the offered models Offers should include: • PDF completed by the company by entering the detailed specifications, brand, model, country of Origin of the offered items and delivery time. The Annex 1 must be signed and stamped by the company • Providing complete technical documentation (brochures, catalogues, COO, CE, ISO, FDA, etc.) • Certifications/Compliance: CE or equivalent • Certification of usage of the product at the country of manufacturer • Installation and Operational Manual • Software Manual • Maintenance Manual with detailed trouble shooting procedures • Installation, onsite operational & service training in all respects should be imparted to users. • Minimum 2 years after installation and commissioning and during warranty period the defective items shall be supplied at free of cost. • The supplier should support for spares, consumable and accessories for a period of minimum 10 years • Catalogues/Data sheets/quality assurance certificates (FDA, CE, and ISO ...Etc.) of the offered equipment. • Products clear Specifications according to the required specification in Annex 1&2 • Items are required to be ready in stock for immediate delivery. • Warranty 2 years • A local agent should be available in Egypt for installation, training and after sales support in case it is needed. • Soft copy in Excel format for Annex 1 Commercial evaluation: • Weight score 80% Best price within the approved technically offers. • Weight 20% Earliest possible delivery time “maximum duration 8 weeks”. • The currency: USD, EUR or any United Nations convertible currency will be acceptable. • Offer validity. • Any quantity or other discounts (e.g.: volume discounts) shall be clearly indicated. EXCLUSION CRITERIA • Offers that are received after the specified deadline will not be considered. • Offers that are not matching the requested specifications and delivery, will not be considered. • Offers that are not placed in the excel sheet format, supported with details and photos, and responding to all required details, may not be considered. • Offers that are not confirming quality certification, will not be considered. In case of award, the suppliers should provide: • Certificate of Origin. • Shipping documents, Packing list and invoice. In addition, please note the following: - Maximum acceptable delivery time is 10 weeks - Weight average score as follows: 20% supply time & 80% total cost. - Bidders are requested to complete the detailed specifications of the proposed model as per the format in Annex [1], specifically the columns titled “Offered Detailed Specs by the Supplier” and “Confirmation of Compliance or Remarks.” Bidders must ensure that the proposed specifications fully comply with WHO requirements or provide clear justification in the relevant section if any deviations exist. Please note that WHO reserves the right to exclude any bidder who fails to submit the technical compliance sheet for any proposed item. The supplier should accept, sign and comply to the following attached documents: 1. UN Code of Conduct. 2. Self-Declaration Form. Orders resulting from this Invitation to Bid will fall under WHO’s General Terms and Conditions as per Annex 3 in the ITB document.
