UNDP Bhutan is seeking proposals from eligible and interested National (Bhutanese) consulting firms for the National Consulting firm for the development of National Guidelines for Climate Resilient Planning and design for the Five Major Urban Infrastructure systems in Bhutan. For more information and details of the assignment, kindly review the Terms of Reference enclosed.A brief objective and scope of the assignment are below:The primary objective of the assignment is to prepare a comprehensive, harmonized, and implementable National Guideline, including standardized design parameters, model technical provisions, and implementation procedures for Climate Resilient Planning and Design Infrastructure that ensures uniformity, sustainability, safety, efficiency, and resilience across all infrastructure projects in Bhutan. The Consulting Firm shall develop a comprehensive, risk-informed, and implementation-ready National Guidelines for Climate-Resilient Planning and Design for Five Major Urban Infrastructure Systems in Bhutan. The assignment shall adopt a multi-sectoral, risk-based, and lifecycle-oriented approach, integrating climate change projections, disaster risk reduction (DRR), environmental sustainability, and institutional governance mechanisms. The level of detail shall be at design guideline level, not detailed engineering design, but sufficient to guide DPR preparation and approval. The Client will provide available datasets (hazard maps, climate projections, and sector reports).
