Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The external collaborator will perform an update of the NEETs mapping, based on the ILO methodology on statistical mapping of NEETs, to investigate any changes in the young NEETs profile in the period 2021-2025, determining the contributing factors for such changes, with a particular reference to the reasons driving young persons to remain outside the labour force. The analysis will be based on the Labour Force Survey microdata 2021-2025 (including the 2025 ad hoc module on the reasons for staying outside the labour force), bringing additional information from other datasets, where adequate. The external collaborator shall ensure personal access to the required datasets published by the State Statistical Office. The ILO can provide a letter of justification for the access to the required data. The report will contain descriptive analysis of the situation and personal characteristics of young NEETs in North Macedonia, reflecting also on their transitions to employment or education/training opportunities. The report will contain key characteristics of young NEETs (age, sex, education attainment); overview of young unemployed NEETs with specific reference to geographical factors; overview of the reasons driving young NEETs outside the labour force; overview of transitions of youth cohorts and selected school-to-work transition indicators (wherever possible); profiling the risk of being NEET; as well as conclusions and policy pointers for the policy-makers.
