This is a Request for Expression of Interest for a solicitation process that will follow and not the actual solicitation. Exact requirements will be in the solicitaiton document which will be shared with the parties expressing their interest. The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is seeking to establish a contract for the provision of third party monitoring services for OCHA Yemen Humanitarian Fund. The Humanitarian Fund was established early 2015 and works with UN agencies and NGO partners (national and international) to provide timely and flexible humanitarian assistance to crisis affected people across Yemen. YHF primarily funds projects with Health, Nutrition, Water Sanitation and Hygiene (WASH), Food Security and Agriculture (FSA), Emergency Shelter and Noon-Food Items (ESNFIs), Camp Coordination and Management (CCM), Education and Protection sector activities. Between January and December 2024, the YHF allocated $37.5m to 36 humanitarian organizations funding a total of 50 life-saving projects across all sectors of need. As a result of a severe deterioration in the operating environment in Yemen starting early 2015, the ability of the humanitarian community, including OCHA, to provide oversight and monitor the delivery of assistance at the field level has been significantly affected. Security restrictions imposed in light of the increased risks, and limitations in terms of accessing certain locations, have hampered the ability of OCHA to carry out direct field site monitoring. In light of the constraints faced, OCHA is seeking to contract a TPM service provider able to work in close collaboration with OCHA and its IPs, to conduct the monitoring of YHF funded projects at the field level. The overall objective of monitoring will be to provide reasonable assurance that OCHA managed resources are being used in accordance with the Grant Agreement, Operational Handbook for Country-based Pooled Funds (CBPF) and YHF Operational Manual
