UNODC GMCP AO is conducting market research to identify qualified manufacturers capable of supplying 27–28 ft high-speed aluminum patrol boats for maritime law enforcement operations in Gabon. The vessels will be utilized for coastal and offshore patrol, interdiction, boarding operations, surveillance, and high-speed pursuit missions. The boats must be suitable for tropical maritime conditions and capable of operating safely in offshore/high sea environments. The procurement scope includes complete patrol vessels, propulsion systems, navigation and communication equipment, safety equipment, spare parts packages, training services, and associated documentation. The purpose of this RFI is to: • Identify potential manufacturers producing vessels within the required size and operational range; • Assess the availability of Defender-class or equivalent high-speed aluminum patrol boats; • Determine whether reasonable technical alternatives exist in the global market; • Evaluate indicative pricing comparability; • Assess standardization considerations related to maintenance, training, and fleet compatibility. This RFI does not constitute a solicitation and does not obligate UNODC to issue a tender or award a contract. Specific Requirements/Information Respondents are requested to provide information confirming their capability to meet the following minimum technical and operational requirements: 1. Vessel Characteristics • Length Overall (LOA): 27–28 feet (approximately 8–9 meters) • Hull material: Marine-grade aluminum • Hull design: Deep-V or equivalent suitable for offshore operations • Configuration: Enclosed full-cabin patrol configuration • Designed for law enforcement and high-speed response missions 2. Performance Requirements • Capable of high-speed pursuit and interdiction • Suitable for offshore patrol in rough sea conditions • Adequate fuel capacity for extended patrol operations • Stable platform for boarding and on-water enforcement operations 3. Propulsion System • Twin outboard engines (250–300 HP per engine or equivalent) • Engines compliant with international marine standards • Manufacturer-supported maintenance schedule • Availability of 1000-hour maintenance spare parts package 4. Navigation & Communication Equipment • Marine GPS/Chartplotter • Marine radar system • VHF marine radio • Marine searchlight/spotlight • Mast with stainless steel flag staff 5. Safety Equipment • Life jackets • Life buoys • Fire extinguishers (minimum 20-B / B-II, 10 lb ABC dry chemical) • Fenders • Bow towing eye (stainless steel with backing plate) 6. Training Requirements • Two-week operation and maintenance training • Up to 10 participants • Conducted by qualified instructors at beneficiary location 7. Spare Parts & Maintenance Package • 1000-hour maintenance spares package including oil filters, fuel filters, spark plugs, water pump kits, anodes, lubricants, gear oil, and associated consumables • Diagnostic kit for outboard engines 8. Documentation & Warranty • Operator and maintenance manuals • Technical schematics and wiring diagrams • Certificates of conformity • Warranty terms and after-sales support details 9.
