Scope of the TenderThe goal of this assignment is to engage an Independent Assessor (IA) who shall review the validation methodology that will be agreed and jointly by both parties and adopted by UNCDF and the Responsible Party to validate the terms of the Performance-Based Payment Agreement (PBPA) and the results achieved against the milestone achievements in the agreement.  In the course of such review, the IA may also undertake assurance activities (e.g., random assignment, data collection) to verify the achievement of the results required to disburse performance-based payments.     The IA shall provide a "neutral, impartial and independent" assessment of whether the agreed results and other recommendations agreed by and between UNCDF and the Responsible Party have been achieved.  Attached herewith as Annex A are additional information on the role of IA, as excerpted from the UNCDF policyPlease indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system.
