WHO is seeking for a qualified, eligible and competent proposer for the work on Advancing Community-based Mental Health and Psychosocial Support and Suicide Prevention in Cambodia. Background Following the first phase of work to introduce basic mental health, psychosocial support, and suicide prevention concepts to VHSGs and village chiefs in selected provinces, there is now a need to deepen competencies, standardize tools, and establish (a) mechanism(s) for supervision to empower trained lay persons delivering community-based mental health support. The initial training, adapted from WHO’s LIVE LIFE initiative and other mental health guidance, demonstrated the feasibility and acceptability of engaging VHSGs as frontline community liaisons for mental health promotion, detection of distress, and linkage to care. Primary health care workers and VHSGs require ongoing coaching/mentoring-type support and practical tools to sustain and safely operationalize acquired training skills, particularly regarding identification of and support and referral for, people at risk of suicide and individuals living with mental health conditions such as depression and anxiety. There is also a need to strengthen two-way linkages between VHSGs and health centers, improve quality and consistency of community awareness activities, and generate learning on what models of community-based psychosocial support and suicide prevention are most appropriate and effective in the Cambodian context. Building on prior efforts to train VHSGs and primary health care staff, this next phase will focus on: (a) developing and piloting a structured community-based mental health support liaison package for VHSGs (including communication materials to support identification and referral); (b) establishing a coaching/mentoring system led by mental health professionals for trained health center staff; and (c) documenting implementation processes, early outputs, and lessons to inform national guidance and potential scale-up.
