It is anticipated that the International Criminal Court (hereafter referred to as the ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for the provision of Biometrics Information Multimodal Identity Solution. In this connection, the ICC is requesting expressions of interest from qualified firms. Brief Scope of Work 1 Approach It is envisaged that the prospective vendor will assist the Court to select and Biometric Information Enrolment Management solution by: Responding effectively and accurately to this Request for Proposal (RFP), with emphasis on describing how their solution meets or exceeds the Court’s stated requirements. The tables in Section 5.3 are provided to enable accurate alignment of the vendor’s responses to this SoW. Responding effectively and accurately with any proposed alternatives, in particular for hosting and hand-held device provision. The section 6.1 is provided to enable accurate alignment of the vendor’s responses with the Court’s requirements for this alternative solution. Facilitating (if requested by the Court) and configuring a suitably representative technical demonstration of the capabilities and features of their solution via a Proof of Concept (PoC) that would allow the Court to effectively evaluate the claimed functionality, capability, usability and effectiveness of the solution. A PoC would only be required for proposals that meet all the mandatory requirements outlined in this SoW. Providing (during or following a requested PoC) access to a technical specialist or technical workshop during which technical deployment, configuration and user-case/scenario issues could be discussed and where appropriate, demonstrated. A PoC should remain available to the Court for evaluation purposes for a period not less than 30 days. The Court anticipates that the costs for the PoC and associated technical workshop would be borne by the prospective vendor. If any costs for the PoC or technical workshop are to be borne by the Court, this should be clearly stated in the response to this RFP.
