ANÚNCIO DE CONCURSONo quadro do projecto Pro PALOP-TL SAI (Phase III) – PALOP-TL Regional Governance Programme- Boosting PFMS and Budget oversight – PRO PALOP-TL SAI (PHASE III), o Escritório Comum do PNUD, UNFPA e UNICEF em Cabo Verde, através do presente anúncio, faz saber que se encontra aberto o concurso destinado à:•Contratação de uma empresa nacional (registado em Cabo Verde) para a Elaboração do Plano Estratégico para o Desenvolvimento do Terceiro Setor em Cabo Verde.Os interessados deverão consultar o Request for Proposal (RFP), e os termos de referência da consultoria.PURPOSE (SPECIFIC OBJECTIVES) (FINALIDADE (OBJETIVOS ESPECÍFICOS))Realizar um diagnóstico atualizado do Terceiro Setor em Cabo Verde (2025), identificando desafios estruturais, oportunidades e boas práticas;• Definir uma visão estratégica comum para o período 2026–2028, com metas claras e mensuráveis;• Estabelecer eixos estratégicos, objetivos estratégicos, resultados esperados e indicadores de desempenho;• Propor medidas concretas de reforço da governação, sustentabilidade financeira, capacitação e incidência política das OSC;• Integrar abordagens transversais de direitos humanos, igualdade de género, inclusão social, juventude, justiça climática e resiliência;• Alinhar o Plano Estratégico com a Agenda 2030, os ODS e as prioridades do PNUD em Cabo Verde;• Definir um quadro robusto de implementação, monitoria, avaliação e aprendizagem (MEL).A elaboração do Plano Estratégico será assegurada por uma firma de consultoria, com comprovada competência técnica, experiência relevante e independência institucional.Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system.
