RFQ-2025-17 Development of the Philippines National AIDS Spending Assessment – Supporting Contractor. The purpose of this Request for Proposal (RFQ) is for UNAIDS to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the Philippines National AIDS Spending Assessment. The provider shall be an individual operating in the field of health economics, health financing, or health program management, with proven expertise in conducting financial assessments, particularly in the health sector, and preferably in the HIV field. The supporting contractor will work as the national contractor for developing the Philippine NASA, supporting the international lead contractor. The supporting and lead contractors are expected to accomplish the outputs and activities together. Work to be performed: Objective 1: Develop a comprehensive, detailed, and systematic analysis of HIV spending, covering all relevant sectors and stakeholders from government, international donors, NGOs/CSOs/CLOs, and the private sector. This analysis will help in identifying key areas of spending, understanding the distribution of resources across different programmatic areas, and assessing the efficiency and effectiveness of resource utilization. Output 1.1: Comprehensively and systematically analyze all HIV expenditures in the country, including the flow of resources across different levels. Output 1.2: Conduct selected or thematic impact analysis linking HIV spending to programme outputs. Objective 2: Support the institutionalization of resource tracking and strengthen capacity for HIV resource planning and allocation to better inform resource mobilization and sustainability Output 2.1: Conduct analysis of HIV-related expenditure including national to local expenditure on human resources, funding gaps in implementation, and estimation of future commitments. Output 2.2: Provide recommendations for better use of available resources and increased mobilization of domestic resources. Start date: 01/09/2025; End date: 31/05/2026; Total duration: 9 months.
