The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Services related to the conceptualization and development of a partnership/coalition framework for strengthened LIC participation to UN RBAs processes and improved coordination mechanisms. IFAD currently hosts the Secretariat of the Global Donor Platform for Rural Development (GDPRD), a network of 40 bilateral and multilateral donors, international financial institutions, intergovernmental organizations, foundations, and development agencies. As part of the key workstreams of the GDPRD, the SDG2 Roadmap Working Group is an informal group of senior officials from different donor agencies that are active in agriculture and food and nutrition security. Under the leadership of the Co-Chairs (Gates Foundation and the U.S. Agency for International Development (USAID), the Group has decided to undertake a scoping exercise to explore options for strengthened Low Income Countries (LIC) participation to UN Rome-based Agencies (RBAs) processes and improved coordination mechanisms between country- and global-level food systems actors. The GDPRD Secretariat is launching a procurement process to identify a bidder that will lead a scoping exercise to increase understanding of how a mechanism/partnership/coalition can be set up to most effectively meet national and international needs. The overall objectives of the scoping exercise is to conduct a comprehensive research and analysis – including through surveys, informants’ interviews and consultations – to: 1) Increase understanding of how a mechanism/partnership/coalition can be set up to most effectively meet national and international needs; 2)establish effective channels for continued coordination and communication at and between different levels within the agriculture and food constituencies, in Rome and in developing countries; 3) maintain and strengthen trust, political buy-in, and collaboration of Permanent Missions to RBAs, CFS / CGIAR in the engagement in international agriculture and food systems data and policy discussions. The project is expected to start in April 2025 and end at the end of August 2026, for a total duration of 16 months.
