Tonga’s participation in overseas labour mobility schemes has provided valuable employment opportunities and income for Tongan workers and their families. However, the growing outflow of workers, particularly those with technical or skilled backgrounds, has created emerging challenges for local businesses and the domestic economy. Reports from the private sector indicate increasing difficulties in retaining staff, rising labour costs, and declining productivity in certain industries. These workforce shortages contribute to broader economic pressures, including higher production costs and inflationary trends. In response, the International Labour Organization (ILO), in partnership with the Tonga Chamber of Commerce and Industry (TCCI), will conduct a research study to better understand how labour mobility is affecting local businesses, workforce composition, and economic performance. The findings will inform policy dialogue between the Government of Tonga, employers’ and workers’ organizations, and development partners on strategies to manage labour mobility while supporting domestic enterprise growth and employment stability.
