Assessment and Development of Rehabilitation, Assistive Technology, and Disability Inclusion in Cambodia's Health Sector

The WHO Country Office (WCO) in Cambodia is partnering with the Ministry of Health (MoH) to conduct a national situation assessment focused on the health equity of persons with disabilities. Subsequently, the WCO will support the MoH in developing a comprehensive strategy, plan of action, and monitoring and evaluation (M&E) framework to advance health equity for persons with disabilities. WHO will collaborate closely with Vital Strategies, which has already commenced the initial preparation with the MoH to develop strategic planning. WCO Cambodia is also assisting the MoH in undertaking a national situation assessment of rehabilitation and assistive technology (AT). Building upon the findings of this assessment, WHO will support the MoH in formulating a strategic plan for rehabilitation and AT, aligned with the guidelines of the WHO Rehabilitation 2030 and AT initiatives. From the WHO side, this entire process will be guided by the WCO Health System Development (HSD) coordinator  with close technical guidance from the WHO Regional Office for the Western Pacific (WPRO) and Headquarters. Two WHO consultants will be mobilized to ensure continuous support in utilizing WHO tools and facilitate effective coordination among stakeholders. To effectively support the MoH in these endeavors, WHO is seeking an organization with proven expertise in health equity, rehabilitation, and AT. This Agreement for Performance of Work (APW) therefore aims to secure technical and logistical support for the disability-related work and logistical support for the rehabilitation and AT initiatives.
