The consultant will be part of the intervention “Promoting Decent Work and a Just Transition in Kazakhstan’s Blue Economy through Targeted Finance” which is undertaken under the PAGE framework in Kazakhstan. The consultant will conduct a targeted analysis of the social and labour implications of blue financing in selected sectors of Kazakhstan’s water industry ecosystem (e.g. marine water management; sustainable shipbuilding and repair; green transport corridors; water services and ecosystem-related industries). The analysis will be carried out through a combination of desk research, structured interviews, and stakeholder consultations. Through constituents’ consultations and an expert mission a roadmap for blue-economic finance development will be drafted by the consultant and the findings will be synthesized into a policy brief for decision-makers. The International Consultant will lead the overall analytical framework, methodology design, and synthesis of findings.
