Country: AngolaBackgroundThe Multiple Indicator and Health Survey (IIMS 2023–2024), conducted from July 17 to December 20, 2023, is part of the National Strategy for Statistical Development (ENDE) 2015–2025. It was carried out incoordination with Angola’s Ministry of Health (MINSA) and the National Institute of Statistics (INE) and officially presented in May 2025Despite efforts, Angola still faces major challenges in advancing gender equality due to the lack of effective gender integration and limited production of gender-sensitive statistics. Producing and analyzing gender statistics plays a crucial role in improving the system by reflecting differences and inequalities between women/girls and men/boys across all life areas. In partnership with UNDP, the availability of this recent and reliable data presents an opportunity to analyze gender inequalities and womens and girls empowerment in Angola—considered a fundamental principle for social, political, environmental, and cultural development. Objective The consultant will be responsible for conducting a comprehensive gender analysis of the survey data, disaggregated by household, sex, age, geographic area, and other relevant variables. This analysis aims to identify gender disparities and structural determinants that affect the well-being of women, men, girls, and boys in Angola. Scope of Work Develop a detailed methodology and action plan for the analysis, including the selection of key indicators considering the National Gender Equality and Equity Plan (PNIEG), National Development Plan (PND 2023–2027), and Gender Observatory of Angola (OGA) Review and integrate additional data sources, including IIMS 2015–2016 and other relevant INE surveys or reports, to assess trends, progress, or setbacks. Conduct in-depth data analysis, including disaggregation, triangulation, and identification of analytical gaps. Collaborate closely with INE and UNDP teams throughout the process, incorporating feedback and ensuring alignment with institutional priorities. Produce a draft and final report, including narrative, tables, and annexes, and prepare presentation materials for dissemination to key stakeholders.
