REQUEST FOR EXPRESSION OF INTEREST (EOI) – HQ25NF364-EOI Provision of Expert Face to Face (F2F) services for the WFP’s Global Individual Giving Programme Closing on 06 August at 16:00 hrs, Rome – Italy Time zone A. Background The World Food Programme (WFP) is part of the UN and is the world's largest humanitarian agency fighting hunger. In 2024, WFP provided food to 120 million people in over 80 countries. WFP is funded entirely by voluntary donations. Despite the huge scale of WFP's work around the world, there is still a funding gap that means that people facing acute food insecurity are not being helped. To address this gap, WFP is looking to significantly increase funding from the private sector with a focus on rapidly growing individual giving. Until 2019, WFP had made an active decision not to invest in individual giving and, therefore, has ultimately not captured significant income from the private sector. WFP's new private sector strategy proposes a new approach to radically increase income from individuals to help close WFP's funding gap, using new digital engagement tools to reach audiences across the globe in a flexible and cost-effective way. WFP’s Individual Giving fundraising commenced in 2019 and over the last five years has rapidly grown into a US$35M+ annual programme, raising US$100M+ over the period. The programme has been built on a digital first model managed by one central team of fundraisers based across Europe. The core approach has been to recruit donors globally (except for USA, Italy & Japan) through Meta, TikTok and Paid Search, and increasing audience reach by culturally attuning the programme through content, language, currency and payment methods. Presently the IG team delivers a parallel programme in English, French, German, Spanish, Arabic, Chinese & Korean. To date we have over 980,000 supporters who have donated to Individual Giving. Our current active supporter base stands at circa 250,000 and includes those who have given a single gift recently as well as those that give every month. Our Regular Giving base stands at 55,000 active donors, although our aim is to double this amount by the end of 2025. Over the next five years the programme aims to take a further leap in growth, pushing the income up to US$100M by the end of 2030. To do this, new channels will be launched – DRTV & Face-to-face (F2F) – and markets where we can grow donor volume and value will be our focus, especially volumes of regular donors. By the end of 2030 we’d like to see 50% of our income coming from a sustainable base of regular giving. Face-to-face (F2F) fundraising at WFP is currently limited to Japan where the WFP Friends Organisation in Japan has run a successful program, recruiting new donors with high retention rates. Compared to peers the channel is, therefore, in its infancy at WFP. Following a detailed F2F feasibility study in 2025 it is clear there is a strong opportunity for the organisation to scale up its activities across regions and markets with the highest potential. As the world’s largest humanitarian agency, with unparalleled access to hard-to-reach crises, as well as a simple message of providing life-saving food, it is a proposition that has been tried and tested by other organisations and resonates well with the public. The size and reach of WFP as well as the status as a UN organization has also been found to appeal to our supporters. B. The purpose of this EOI WFP is inviting expressions of interest from qualified and experienced regional and market-based face-to-face (F2F) fundraising agencies to support its Individual Giving (IG) team in acquiring and retaining regular donors. This initiative targets countries identified as having the greatest potential for donor growth. WFP is seeking agencies with proven expertise in delivering F2F fundraising services across the following regions: Europe, the Middle East and Africa (EMEA), Asia Pacific (APAC), North America, and South America. The core service required is the recruitment of new supporters through F2F engagement. Additionally, WFP considers the following F2F-related services to be relevant: Donor Management: Including donation processing, database management, donor care (via calls and digital channels such as SMS, email, WhatsApp), and reporting. Global Specialist Consultancy: Strategic support for the implementation and development of WFP’s global F2F fundraising programme. Shortlisted suppliers will be invited to participate in the subsequent tender process. C. How to prepare and submit your Expression of Interest To participate in the tender pre-selection exercise, companies are advised that to work with WFP, it must provide proof of a minimum of 3 years legal establishment/ commercial incorporation period. In addition, companies are required to provide the following: Company Profile and Relevant Experience – Please submit a brief company description highlighting your core business activities, years of experience, areas of specialization, and relevance to the scope of work (maximum 2 pages); Previous, proven track record in F2F fundraising. Include examples of F2F fundraising experience both in private sector and/or non-profit sector (max 2 pages which shall include Table No. III); Capacity to deliver services in the regions listed above. In this regard, please specify the countries within each region (Europe, the Middle East and Africa (EMEA), Asia Pacific (APAC), North America, and South America) where you are able to provide face-to-face (F2F) services; The filled in EOI Response Form, which includes: Table I. Supplier Information; Table II. Supplier Financial Status; Table III. Supplier Relevant Experience; Table IV. Signatory by the authorized company representative and company stamp. Suppliers shall be required, at the tender stage, to provide evidence/ proof of the above, and any additional, requirements.
