DESCRIPTION OF REQUIREMENTS (for 500 Personnel) The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) intends to establish a long term contract for the Lease of land and built-up infrastructure in Kinshasa, Democratic Republic of the Congo. The premises will accommodate approximately 500 personnel and must meet or exceed the following minimum requirements: Parcel of land, of size 18,000m² with sufficient space for vehicle circulation and emergency access Buildings (hardwall or similar) suitable for accommodating the following structures: a) Office space: 4,000m² open-plan office areas, individual offices and meeting rooms b) Conference facilities: 400m² c) Welfare facilities: 1,000m² Space for Dining facilities, Kitchen/catering support area d) Recreational/rest areas e) Communications infrastructure: 1,700m² f) Toilets, include 30 segregated cubicles and ablution facilities g) Parking for approximately 150 light (5 x 3m) and 20 heavy duty (10 x 4m) vehicles with Internal circulation roads suitable for heavy vehicle manoeuvring h) The Land and buildings should be in an accessible area within the UNDSS defined security perimeter of Kinshasa (Commune of Gombe, as well as parts of the Communes of Kintambo, Ngaliema, and Barumbu). i) Structurally sound and compliant with applicable building codes j) Suitable for immediate or near-immediate occupancy k) Capable of supporting secure UN operations l) Accessible by paved road networks within Kinshasa m) Free from legal encumbrances and available for long-term lease REQUEST FOR EXPRESSION OF INTEREST 1. The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), seeks Expression of Interest (EOI) from reputable companies/services providers and landowners for the Provision of Lease and rental of property to MONUSCO in Kinshasa DRC 2. MONUSCO will undertake a competitive bidding exercise shortly and accordingly, intends to issue an invitation to a solicitation to those companies and landowners who would express their interest and provide initial relevant information demonstrating their ability to fulfill MONUSCO requirements. In addition, the interested companies will be requested to complete UN Vendor registration preferably for level 1 or level 2 on the vendor database accessible on www.ungm.org. 3. Please note that this request for EOI is not an invitation to submit bids. 4. MONUSCO reserves the right in selecting the invitees for the competitive bidding based on substantial and proven records of performance in the subject field of activities and submission of an EOI would not automatically warrant receipt of the solicitation documents. Les locaux accueilleront environ 500 membres du personnel et devront satisfaire ou dépasser les exigences minimales énumérées ci-dessous : Parcelle de terrain d'une superficie de 18 000 m² avec un espace suffisant pour la circulation des véhicules et l'accès des services d'urgence Bâtiments (murs porteurs ou similaires) adaptés pour accueillir les structures suivantes : a ) Espaces de bureau : 4 000 m² de bureaux en open space, bureaux individuels et salles de réunion b) Installations de conférence : 400 m² c) Installations de bien-être : 1 000 m² pour les installations de restauration, cuisine / zone de soutien à la restauration d) Espaces de détente / loisirs e) Infrastructure de communication : 1 700 m² f) Toilettes, incluant 30 cabines séparées et installations sanitaires g) Parking pour environ 150 véhicules légers (5 x 3 m) et 20 véhicules lourds (10 x 4 m) avec des voies de circulation internes adaptées à la manœuvre des véhicules lourds h) Le terrain et les bâtiments doivent se situer dans une zone accessible à l'intérieur du périmètre de sécurité défini par l'UNDSS à Kinshasa (Commune de Gombe, ainsi que des parties des Communes de Kintambo, Ngaliema et Barumbu). i) Structurellement solide et conforme aux codes du bâtiment applicables j) adapté à une occupation immédiate ou quasi immédiate k) Capable de soutenir des opérations sécurisées de l'ONU l) Accessible par les réseaux routiers pavés de Kinshasa m) Libre de tout obstacle juridique et disponible pour un bail à long terme 2.
