1. Background: The United Nations Office on Drugs and Crime (UNODC), via its Regional Office for Central America and the Caribbean is executing a global project for the Strengthening of Governmental Institutions identified as Project GLOG80: “Container Control Program”. Within the framework of this Project, Haiti, Suriname, and Guyana are the beneficiary of various types of technical equipment to expand the program to the airports and seaports in these countries. Within the framework of this process, UNODC may require the purchase of a non-intrusive and specialized drug detection equipment for the scanning of cargos. 2. Objective: Supply and Delivery of up to sixteen (16) new handheld backscatter X-ray imagers equipment, to be used by the Container Control Units of the Global Container Control Program (CCP) of the Port Units to combat illicit traffic of any type of product that may be introduced, exported, or transferred through ports and other places where the units and agencies belonging to the program operate. 3. Technical requirements: The required scanning equipment may include the following technical requirements/specifications: - The imaging system must penetrate 7 mm steel thickness or equivalent - X-ray Source: 140 KeV x-ray - Scan Speeds: 12.5 cm (5”) – 77 cm (30”) per second - Scan width minimum of 250 mm wide at 150 mm from the front of the instrument - Aspect ratio correction and automated image stabilization - Embedded Touchscreen - Connectivity: 4G/LTE, Wi-Fi USB 2.0, and Bluetooth file transfer capability - Flashlight and lasers guidelines - Integrated handle buttons for quick access to filters and previous images. - Real time Remote Connectivity to PC, Mac, iOS, and Android devices. - Radiation Safety standards: ANSI, ICRP, NCRP, Euratom - Full CE compliance - Proper shielding for low/negligeable radiation leakage - Water proof carrying case - Delivery on the basis of DAP – Final Destination (INCOTERMS 2020) Additionally, Bidders may be required to provide the following ancillary services: - Warranty for a term of 12 months with option for extended warranty of up to 3 years - Onsite training on the use of the Handheld Backscatter X-ray Imager. 4. Bidders should note that, as part of the evaluation of offers, bidders may be required to demonstrate the following: - Compliance with the technical specifications / requirements of the solicitation documents; - Provide valid quality certification of the offered equipment; - Be an authorized distributor or manufacturer of the offered equipment; - Past Experience in the supply and delivery of the offered equipment; - Compliance with the required delivery terms; Interested vendors should note that the requirements and complete technical specifications will be found within the invitation to bid document (ITB). This document will include complete instructions for the submission of bids, specifications, and all technical documents to fully demonstrate the scope of the requirement and the delivery of the items to be provided.
