Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The External Collaborator will provide independent technical quality assurance and advisory review services in support of the Employment Intensive Infrastructure Project (EIIP) in Lebanon. The assignment includes the review of design and tender documentation for EIIP infrastructure projects, such as drawings, Bills of Quantities, technical specifications, and draft contract documents, to assess technical soundness, internal consistency, and readiness for tendering. The External Collaborator will also review technical evaluation matrices and relevant bidder technical submissions following technical evaluations conducted by the EIIP engineering team, with the objective of verifying coherence, technical justification, and alignment with the stated evaluation criteria. In addition, the assignment may include the review of proposed construction contract variations during project implementation. All tasks will be undertaken on a needs basis and delivered through clearly defined, time-bound written outputs. The role is strictly advisory and does not involve participation in evaluation scoring, procurement decision-making, contract administration, or project implementation. The assignment will be implemented over the contract period, within the overall ceiling of working days defined in the Terms of Reference.
