The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Services related to the design of coordination and communication mechanisms of a new partnership/coalition between country and global-level food systems actors, for strengthened LIC participation to UN RBAs processes. IFAD currently hosts the Secretariat of the Global Donor Platform for Rural Development (GDPRD), a network of 40 bilateral and multilateral donors, international financial institutions, intergovernmental organizations, foundations and development agencies. Set up in 2003 following the first High-Level Forum on Aid Effectiveness in 2002, it brings together donors who believe the best way to tackle global poverty and hunger is to develop agriculture, reshape food systems, and invest in rural communities. As part of the key workstreams of the GDPRD, the SDG2 Roadmap Working Group is an informal group of senior officials from different donor agencies that are active in agriculture and food and nutrition security. Under the leadership of the Co-Chairs (Gates Foundation and the U.S. Agency for International Development (USAID), the Group has decided to undertake a scoping exercise to explore options for strengthened Low Income Country (LIC) participation to UN Rome-based Agencies (RBAs) processes and improved coordination mechanisms between country- and global-level food systems actors. The GDPRD Secretariat is launching a procurement process to identify an bidder that will lead the design of the partnership/coalition’s coordination and communication mechanisms between country- and global-level actors, based on existing and tested models, such as the Rome Data Champions. The Vendor will leverage its network of in-country agriculture and statistics stakeholders to identify and align on agriculture priorities, and will then establish communication lines and feedback loops between countries and their permanent representation to the RBAs, to get these agriculture priorities heard. This will ensure that local realities can inform knowledge products and foster coalitions and joint positions and will establish the necessary flows of information to support a legitimate mechanism/partnership/coalition in Rome. The Vendor is expected to broaden the scope of the existing models to provide informal spaces where member state representatives can meet, hear from guest experts, and form joint positions ahead of FAO negotiations. The project is expected to start in April 2025 and end at the end of August 2026, for a total duration of 16 months.
