The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) requires risk management and transfer solutions aimed at protecting and growing the Central Emergency Response Fund’s (CERF) capacity from liquidity risks related to its anticipatory action (AA) portfolio and allow CERF to sustainably and efficiently increase prearranged financing for AA. The selected contractor shall deliver within 6-month assignment: • A risk management strategy, including advice, tools, and techniques • A risk transfer solution (i.e., an insurance instrument) that is fully designed and market-placement-ready.
