The primary objective of this consultancy is to research, analyse, and produce a detailed white paper that: Highlights the benefits of promoting and supporting entrepreneurship amongst migrants Identifies potential challenges relating to the enabling environment for business, the specific barriers returned migrants may face in engaging in entrepreneurial activity, and design and sustainability of existing reintegration programmes and strategies in the Pacific Proposes policy objectives and options Provides case studies and good practices with particular attention to the role played by Employer and Business Membership Organisations (EBMO)
