In this respect, UNICEF would like to invite your organization to submit technical and financial proposals as outlined in this request for proposal and the terms of reference attached. By signing it, the vendor agrees that their company and its management have not been the subject of a final judgement or of a final administrative decision for any of the exclusion criteria outlined in the form.  Offers which fail against mandatory criteria are non-compliant and may lead to invalid bid submission.
