The WHO Western Pacific Region is home to almost 2.2 billion people across 38 countries, areas and territories spanning across parts of Asia and the Western Pacific, with wide variations in population structure, land mass and income. WHO is working with governments and partners across the Western Pacific to make this the healthiest and safest Region. Countries and areas in the Western Pacific Region have registered great improvements in strengthening in-country laboratory testing capacities for priority public health pathogens, augmented by the need to scale-up during the COVID-19 pandemic. Despite the improvements, there is still need for specimen referral due to persistent limitations with in-country testing capacities, attributable to limited human and financial resources, population structure, and prioritization. This Agreement for Performance of Work (APW) seeks to develop Lab connect – an interactive network of public health laboratories, laboratory networks, specimen transportation routes and specimen transporters within the WHO Western Pacific Region, to inform options for specimen referral depending on specific testing or pathogen characterization needs. Please ensure that WHO Bid Reference WPRO/2025-11/WHE-CPH/283927 is clearly indicated in all email submissions. Kindly submit your proposal no later than 14 November 2025.
