1. Objectives The objective of this consultancy is to publish and disseminate the following information and materials related to the ILO RVC Project to businesses and the public in Malaysia via an online platform:- i. Introduction to the International Labour Organization; ii. The Fundamental Principles and Rights at Work; iii. The factsheet “From Principles to Practice: Responsible Business Conduct among Malaysian Electrical & Electronics and Automotive Enterprises” iv. ILO Helpdesk for Business The ILO RVC Project will provide all information and materials listed above. 2. Tasks 2.1 Workplan • Provide a work plan which shall consist, but not be limited to, the modality/method of publicizing and disseminating the information and materials listed in item 2 (Objectives). This should include suggested online platforms to utilise, strategies to reach the target audience with a minimum of 1,000 viewers/readers within two weeks of publication, proposed Call To Actions (CTAs) and any other relevant details as deemed necessary. • Verify the flow and consistency of the content of the information and materials listed in item 2 with the ILO 2.2 Interface Lay Out • Develop the interface layout for the information and materials listed in Item 2 (Objectives) incorporating appropriate artwork and imagery. • Ensure the layout and content comply with the new ILO branding of publication, style and format: Overview - Publications - Brand Hub - Guidelines • The consultant can access photos from the ILO Flickr and other photos that may be provided by the ILO if needed. The consultant shall attribute photos or images as per ILO rules and guidelines. 2.3 Publication and Dissemination • Publish and disseminate the information and materials listed in item 2 (Objectives) via an online platform. • Provide a brief report on the number of audience/readers reached within two weeks of publication. 3. Expected Outputs 3.1 The information and materials listed in item 2 (Objectives) are published and disseminated to the target audience within the agreed timeframe and duration in accordance with ILO publication standards including required formatting, edits and font styles and to the satisfaction of the ILO. 3.2 All materials become the property of the ILO and all rights shall be vested in the ILO including without any limitation, the rights to use, publish (including on the Web) or distribute them privately or publicly. 3.3 Substitution of outputs is not permitted unless discussed with the ILO and approved in writing (via email) by the ILO. Timeline & Submission of Proposals The assignment is expected to commence from 5 January 2026 until 28 February 2026 and interested contractors must submit the following proposals: a) Technical Proposal • Name of the company and details of business registration certificates from the relevant authorities; • List of team members who will be involved in the assignment; • Samples of past relevant experience; and • Minimum 2 modalities/ways of publishing and disseminating the information and materials listed in item 2 (Objectives) above which should include suggested online platforms to utilise, strategies to reach the target audience with a minimum of 1,000 viewers/readers within two weeks of publication, proposed Call To Actions (CTAs) and any other relevant details as deemed necessary. b) Financial Proposal • The financial proposal must be quoted in Ringgit Malaysia (RM) 8. The email’s subject for Technical Proposal shall be indicated as follows: ILORVC-TP; iii. The email’s subject for Financial Proposal shall be indicated as follows: ILORVC-FP; iv. Both proposals shall be received by the administrator through the above mentioned email before 5 pm on 15 December 2025.
