Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: This consultancy aims to design a comprehensive training package and develop four applied case studies to operationalize Decent Work principles within the Humanitarian–Development–Peace Nexus (HDPN) in Syria, specifically targeting ILO constituents—namely the Ministry of Social Affairs and Labour (MOSAL), workers’ organizations, and employers’ organizations. In a context marked by protracted crisis, high unemployment, widespread informality, and weakened labour governance, the assignment seeks to strengthen the capacity and strategic positioning of these tripartite actors in recovery, reconstruction, and peacebuilding processes. The consultant will develop a structured 2–3-day participatory training programme tailored to Syrian ILO constituents. The training will contextualize the HDPN architecture in Syria, map humanitarian and development coordination mechanisms (including clusters, UNSDCF, recovery frameworks), and identify practical entry points for labour market institutions and social partners within crisis response and reconstruction processes. It will operationalize ILO Recommendation No. 205 on Employment and Decent Work for Peace and Resilience and align with the ILO Programme of Support pillars: inclusive employment and economic revitalization, social protection system-building, and strengthening labour market governance and rights at work. The training package will include a detailed agenda, facilitator notes, presentations, interactive exercises, institutional mapping tools, and an action roadmap template to support ILO constituents in engaging strategically in coordination, programming, and financing mechanisms across the nexus.
