The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, hereby solicits proposals for the provision of the development of data governance framework under the digital agricultural transformation joint programme for Tanzania. Under the United Nations Joint SDG Fund Programme (JP), IFAD aims to contract a service provider to support the development of a Data Governance Framework for the Ministry of Agriculture. The selected institution will work with the Department of ICT in the Ministry and support the implementation of the following project component: - Establish a national standard for agriculture data framework and sharing to enhance data integration and sharing between ministry-departments, institutions, and private sector, building a foundation for evidence-based planning and policies. Additionally, the data framework established through the JP provides a use case for a larger national objective of developing digital public infrastructure (DPI) led by the MIC&IT, specifically on data exchange. These data-related activities with the MoA contribute to two UN transitions: digital connectivity and food systems transformation and support the achievement of SDG targets 2.4, 5.b, 8.2 and 17.8.
