RFP-2025-13 Regulatory and Intellectual Property Frameworks for Local/Regional Pharmaceutical Production of Long-Acting Technologies for HIV Prevention and Treatment . The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out assessment of policy options for developing countries, especially in Africa, to advancing enabling regulatory and intellectual property frameworks to support the strengthening of local/regional pharmaceutical production capacities of newer HIV technologies, with a focus on long-acting products to prevent and treat HIV infection. The provider shall be a public institution, company, individual or NGO operating in the field of access to health technologies’ policies and strategies, with proven expertise in management of intellectual property rights, health regulatory systems and practices, access to health technologies advocacy. Scope: Specialized technical support to provide UNAIDS with a strategic approach to assess policy options to advance enabling regulatory and intellectual property frameworks to support developing countries efforts to strengthen local and/or regional pharmaceutical capacities of innovative HIV-related products, with a focus on long-acting technologies to prevent and treat HIV infection. One policy brief that should be structured in three components: 1. Analyses of the policy options that could be employed by developing countries to overcome potential intellectual property barriers. This chapter should describe, among other strategies, the use of TRIPS flexibilities and the opportunities and limitations of voluntary licensing agreements to advance local pharmaceutical production of relevant long-acting HIV technologies. 2. Identification and policy analyses of main regulatory capacities that need to be introduced at national and/or regional levels that might lead to the establishment or further development of local pharmaceutical production capacities of long-acting technologies, and strategies and approaches that UNAIDS should undertake in partnership with key stakeholders in the field. 3. Identification and description of key entry points for UNAIDS and other international organizations to engage with civil society organizations to advocate for and support of local and/or regional pharmaceutical production, including in the context of long-acting technologies.
