The World Health Organization (WHO) Philippines is looking for a contractual institution for the Development of Job Aids and Information, Education, and Communication Materials on Mental Health under an Agreement for the Performance of Work. Background Mental health conditions affect 1 in 8 people globally, yet most go untreated, especially in underserved areas like the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the Philippines, where conflict and poverty exacerbate mental health challenges. Despite national efforts in the Philippines to integrate mental health services into primary care, utilization remains low due to stigma, lack of awareness, and mistrust in services. Community health workers (CHWs), as trusted frontline providers, are well-positioned to address these barriers. However, they lack adequate training and culturally appropriate tools. Strengthening CHW capacity and equipping them with effective resources, including information and education materials, will enhance early detection, intervention, and community engagement, narrowing the treatment gap and improving mental health outcomes.  The WHO Special Initiative for Mental Health (SIMH) has been supporting the national mental health program of the Department of Health to increase access to quality mental health services and establish leadership and accountability structure through local policies. Much of the activities of SIMH centered on capacitating primary care workers through mhGAP and locally adapted brief psychological interventions. However, building the capacity of service providers is not enough to generate demand for mental health services and increase treatment coverage. Evidence-based and culturally appropriate tools and IEC materials are needed to promote and advocate mental health services in communities.
