UNICEF has now issued a : Request for Request for Proposals in order to select a supplier for the provision of Consultancy for National and Subnational Budget Analysis to Enhance Child-Focused Public Spending. BRIEF BACKGROUND Purpose : To conduct comprehensive analysis of the 2026 national and subnational budgets covering 10 selected districts. The assignment will focus on the health, education, WASH, nutrition, and social and child protection sectors with the aim of informing policy advocacy and enhancing the efficiency, equity, and effectiveness of public spending for children. Objectives OBJECTIVES OF CONSULTANCY The main objective is to conduct in-depth analysis of the 2026 budgetary allocations, both at local and national level, to inform policy and advocacy and enhance the efficiency, equity, and effectiveness of public spending on social services relevant for children. Specific Objectives: • To produce comprehensive budget analysis reports on national and local government budget allocations and expenditures for the health, education, WASH, nutrition, social protection and child protection sectors. • To disseminate the findings of the budget analysis to policymakers and other key stakeholders through presentations, briefs, and dialogue meetings to inform advocacy and decision-making. • To develop user-friendly local authority budget briefs for 10 selected districts, using the 2025 Output-Based Budget (OBB), to promote transparency, accountability, and evidence-based decision-making on social sector expenditure and financing. The assignment will entail an analysis of current budget cycle as well as past allocations and expenditures (3-5 years), looking at comparative trends across sectors and years including their composition, equity, and allocative efficiency. This analysis will cover both government and donor funds (on budget), with possible inclusion of the changing donor landscape (off-budget).
