The UNFCCC secretariat is seeking a qualified vendor to establish a Long-Term Agreement (LTA) for provision of comprehensive web archiving services and support, with an initial term of three years, with the option for up to two one-year extensions (3+1+1). Participation in this solicitation is open exclusively to legally registered companies with demonstrated web archiving expertise; proposals from individual contractors will not be considered. The services encompass comprehensive digital preservation capabilities including: 1. Web Content Capture and Archiving: - Systematic crawling and capture of UNFCCC websites and subdomains - Dynamic content archiving (JavaScript, AJAX, React, Angular applications) - Social media platform archiving (Twitter, YouTube, Facebook, Instagram) - Multimedia content preservation (images, videos, PDFs, documents) - Complex site archiving including password-protected and security-service protected sites - Legacy content format handling (Flash, SVG, complex CSS) 2. Quality Assurance and Technical Support: - Comprehensive quality control processes with issue tracking and resolution - Technical problem-solving for complex archiving challenges - Root cause analysis and systematic error handling - Dedicated technical support team with web archiving expertise - Proactive monitoring and maintenance of archived content 3. Access and Long-term Preservation: - Public access portal with UNFCCC branding and customization - Full-text search and retrieval functionality across archived content - Standards-compliant preservation (WARC format - ISO 28500, OAIS model - ISO 14721) - Geographic redundancy and disaster recovery capabilities - Data migration and portability services The selected contractor must demonstrate advanced technical capabilities beyond standard web crawling, including proven experience resolving complex archiving challenges, handling modern web applications, and providing enterprise-grade digital preservation services. Specific Requirements/Information The EOI should include a description of the company profile and details of relevant experience. However, such description shall be limited to 1-2 pages length (max. 5MB). Please do not include copies of certifications at this stage. EOIs that do not contain the information requested for evaluation by UNFCCC may be rejected. Additional questionnaire is avalable here. We kindly request vendors who are interested in responding to this EOI but have not yet registered as a supplier with the United Nations Global Marketplace (UNGM) to complete the online vendor registration form which can be accessed at https://www.ungm.org. EOIs that do not contain the information requested for evaluation by UNFCCC may be rejected. This notice is posted for information only and does not constitute an invitation to bid or submit a proposal. The UNFCCC reserves the right to change or cancel these requirements at any time in the EOI and/or solicitation process. The UNFCCC Procurement and General Services Unit considers a vendor’s qualifications and experience in the particular commodity/service area, and previous performance, when preparing a list of invitees. Thus submitting an EOI does not automatically guarantee a vendor will be considered for receipt of the solicitation when issued; and the UNFCCC reserves the right to send the Solicitation Documents to Vendors who were identified through additional market research or others means to source the UN requirements.
