Introduction and Background The ILO’s Financial Education programme was introduced to Cambodia in 2023-24 to strengthen garment workers’ financial literacy in a context of rapid wage digitization in the sector. The intervention, led by Better Factories Cambodia and the ILO’s Global Centre on Digital Wages for Decent Work, enabled the adaptation of the ILO’s training manuals (trainers’ manual and trainee’s guide) to the Cambodia context and target group, the training of 20 national trainers and the certification of eight amongst them, the roll out of the training to hundreds of garment workers and trade union leaders. In this context, the Association of Banks of Cambodia (ABC) has requested ILO’s assistance to support their efforts in promoting financial education to a broader target group and through its member financial institutions. After consultations with ABC, its member institutions and the National Bank of Cambodia (NBC), it has been agreed that the ILO trainee’s booklet will be adjusted so that it can be used for broader target groups in the country. Given this, there is a need to hire an illustrator to produce a series of new illustrations to complement the existing material. These illustrations will be based on fictional characters that will be used in the financial education training with the target groups. Objective and scope of work The objective of the assignment is to create a series of 22 illustrations for the ILO financial education training materials for Cambodia. Key tasks The consultant will undertake the following tasks with technical support and review from ILO’s international consultant Gustavo Prepelitchi: Based on the fictional characters and ideas for generic illustrations provided by ILO, the consultant will design and colorize 22 illustrations intended to complete the illustration of financial education material for entrepreneurs and workers in Cambodia. The 22 illustrations will be represented as follows: 3 key fictional characters in 6 different postures = 18 illustrations 2 new illustrations for an existing character 2 illustrations of situations in Cambodia (to complement those already existing) The illustrations will all be unpublished and specifically designed for this project. The designs will be based on 3 identity cards of the characters. The illustrations will be delivered in editable file (InDesign), a pdf print version (high resolution), and web version (lower resolution). Required outputs/deliverables 22 September 2025: ILO to send the ID cards and the request for the additional illustrations 30 September 2025 Consultant to deliver draft version of the ‘’crayonné’’ of the 3 characters and the illustrations 10 October 2025 Consultant to deliver the final draft version of the 22 illustrations, all in ‘’crayonné’’ integrating ILO’s comments. 30 October 2025 Consultant to deliver final colorized versions of illustrations to the ILO’s satisfaction. Timeframe and management arrangements The work will be carried out between 22nd September and 31st October 2025 Supervision and coordination The ILO digital wage officer based in Cambodia, the Social Finance technical expert based in Geneva, and the financial education international trainer/expert Gustavo Prepelitchi will provide guidance to the consultant throughout the assignment. Qualifications and experience The consultant must have the following experience and skills to be able to perform the tasks of the TOR: Demonstrated experience and expertise in producing high-quality illustrations Knowledge of the ILO Financial Education training material Understanding of Cambodia's socio-economic and cultural contexts for creating characters and illustrations Application Interested applicants should submit their technical and financial proposals in English.
