Below is a summary of the work to be performed: The Government of Bangladesh and the social partners, with the support of the ILO and development partners, have committed to establishing a national employment injury compensation scheme based on social insurance (Employment Injury Scheme – EIS). Building on the experience of a pilot project covering the ready-to-wear garment sector, it is now necessary to define more precisely the administrative and institutional design of the body that will manage the future national scheme. The ILO wishes to recruit an external consultant to prepare a structured scoping report identifying the key functions of the EIS administration, capacity needs, the main legal and governance issues, and an indicative roadmap for the phased establishment of the scheme. This report will serve as a reference for forthcoming technical, legislative and organizational work, with a view to the scheme’s entry into force within a timeframe agreed with the national authorities. The expected outputs include a short inception note, a draft scoping report, a PowerPoint presentation summarizing key findings and recommendations, and a final revised version of the report, all delivered within the timeframe specified in the terms of reference.
