United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows: UNESCO plans to engage a consulting agency with a proven record in monitoring and evaluation within the field of education, specifically vocational skills and non-formal education, to conduct the Third Party Monitoring of the Skills Development and Literacy (SDL) Programme. This programme is designed to help Vulnerable adolescents, youth and adults aged 12 and above, particularly girls and women, in Afghanistan to economically empowered by acquiring livelihood skills and functional literacy facilitated by equitable access to customized, quality skills development and educational opportunities. The main objectives of the consulting agency's services will include: 1. To verify and validate data collected by UNESCO Kabul from implementing partners on programme participants and delivery locations. 2.To assess and document the quality of implementation and progress against planned objectives and timelines, including learners’ achievements in literacy/numeracy and vocational skills. 3.To confirm that implementing partners are meeting contractual obligations and agreed standards, including timely budget utilization and payment of facilitator salaries. 4.To identify actual and potential risks, issues, and challenges, and to provide practical recommendations for risk mitigation and future programme improvement.
