WHO is seeking for a qualified, eligible and competent proposer for the Regional Health Emergency Corps Training Electives. The selected contractor is expected to dedicate the following human resources to the project: A project manager of an adequate level of qualification and experience (please attach resume to your proposal) shall be dedicated to the project. The project manager should have proven experience in coordinating multi-stakeholder projects, conducting landscape analyses, and managing timelines and deliverables The designated project manager that should be the same all along implementation, including consideration in contingency plans in case the focal point is absent. A project technical lead with an adequate level of qualification and experience in health emergency workforce development, training programme design, and strategic planning for public health emergencies. This person will oversee all phases of the project, ensure quality management of deliverables, and lead the roadmap development. Sufficient capacity and knowledge is required to cover the following areas of expertise: Field epidemiology, health emergency preparedness and public health workforce Adequate technical knowledge to conduct mapping and gap analysis of health emergency training materials. Adequate technical knowledge to develop training roadmaps aligned with global and regional frameworks such as GHEC, HEPR, and APHSAF. Under the direction of the WHO Western Pacific Region, the selected contractual partners shall perform the following activities: Output 1: Conduct a mapping and landscape analysis of existing training materials relevant to health emergencies Deliverable 1: Create an inventory of existing open-source training materials related to health emergencies (e.g., infectious diseases, disasters, CBRN including cyber threats, public health tools, One Health, and response mechanisms) and undertake a gap analysis to identify areas with limited content Deliverable 2: Submit a landscape analysis report to WHO, including proposed training modules. Output 2: Develop a regional roadmap for RHEC Training Electives and relevant document aligned with global and regional frameworks Deliverable 1: Develop a regional roadmap to operationalize the RHEC Training Electives, and submit to WHO Deliverable 2: Develop a policy briefing on the RHEC Training Electives for Member States, and submit to WHO Deliverable 3: A brief report on the RHEC Training Electives for WPSAR publication drafted and submit to WHO Output 3: Submit the final report by the end of the contract.
