The legal and regulatory pathways required for different types of reform measures, distinguishing between those requiring changes to laws, by-laws, or administrative instructions, and outlining the associated procedural steps and timelines. Strategic entry points and influencing avenues that can support SSC in building alliances, addressing resistance, and advocating for reform proposals across government, parliament, and among social partners. The assignment will culminate in a set of actionable recommendations and reform scenarios, including concrete roadmaps that help SSC prioritise stakeholder engagement efforts, understand the timing and sequencing of legal processes, and pursue a targeted advocacy strategy to advance the reforms currently under technical development. The goal is to equip SSC with the clarity, tools, and political economy insights needed to translate reform concepts into implementable pathways—building momentum for sustainable, inclusive change while navigating institutional complexity and stakeholder dynamics.
