This invitation for auction is issued by the Office of the United Nations High Commissioner for Refugees (UNHCR) in Beirut Country Office, Lebanon for the sale of Used Safety, Security and Electrical items.   OBJECTIVES: The objective of this Invitation for Auction is to set the provisions for Bids for the sale of Used Prefabricated Units, hereinafter referred to as "units" on a "as is where is" basis. The units are split into 34 lots. All units, as detailed in Annex A, are located at UNHCR Zahle Sub office, Baalbeck highway, Facing Kayssar Ata Ice Cream Factory, Zahle, Lebanon. The units listed for auction has been retired from active use. Please note that the Agency makes no warranties expressed or implied as to the condition of the specified units or any part thereof, or their suitability for any intended use.   INVITATION FOR AUCTION: Please refer to Annex A for a detailed specification of the units. You are invited to submit a bid for one, several, or all of the lots using the Financial Offer Form (Annex B). The bidder must consider that the units are sold on a "as is where is" basis and the successful bidder is responsible for all costs, including but not limited to, removal and transportation of the units in accordance with all the Lebanese laws and regulations. Any interested individual and/or private/public company/organization is free to submit an offer for 1 Lot or all the Lots, however if a bidder submits an offer for a specific Lot, the offer shall include the whole quantity of this specific Lot. There will be NO minimum reserve price set for the units, however, if in the opinion of the UNHCR Committee, the offered price is far too low then the estimated re-sale value, it may be withdrawn and bid cancelled. Should bids be submitted without viewing the item, it is done at the risk of the bidder itself. Bids shall remain valid for 90 days from the deadline for submission.   BID CONTENTS: This document, ‘Instructions to Bidders’; Annex A: Auction BOQ; Annex B: Financial Offer Form; Annex C: Bidder’s Acknowledgment Form.   SITE VISIT: Bidders have the possibility to inspect the units prior to bidding on at the following address: UNHCR Zahle Sub office, Baalbeck highway Facing Kayssar Ata Ice Cream Factory, Zahle Lebanon. Bidders must confirm their willingness to attend the site visit on either 25, 26, 27 or 28 November 2025 @ 11 AM, via email at [email protected] For security clearance purposes the names and ID/passport numbers of visitors to the UNHCR premises should be provided during the site visit. Should a bidder choose not to request a site visit, they do so at their own risk. No provision will be made to a successful bidder for any discrepancies between the bidding documents and the actual contents or condition of the units.   CONTENT OF THE BID: Fully completed Annex B (Financial Offer Form), clearly specifying the name and signature of the bidder. Signed Annex C, Bidder’s Aknowledgement   Offers must be typewritten as no handwritten offers will be accepted.   BID PRICE: The bid price shall be firm, all-inclusive. The bid price represents the full amount to be paid to UNHCR by the awarded bidder. Any other costs (for example collection, crane, forklift, transportation, or any other) must be borne by the bidder.
