The International Fund for Agricultural Development (IFAD) hereby solicits proposals for the provision of Impact Assessment Services for the Great Green Wall Regional Support Programme (GGW RSP). The contractor will be selected on the basis of this tender and awarded a contract of a duration of three years, with the possibility of a three-year extension based on performance, funding availability, and programme needs. Services are expected to commence in May 2026. This procurement process is linked to Component 3 of the GGW RSP Programme that includes a systematic process of tracking and evaluating outcomes and impacts on a frequent basis, which differs from a traditional M&E approach. However, this impact assessment is an integral part of the RSP Programme’s overall M&E Framework. It will result in the award of one contract encompassing design of the impact assessment framework, baseline study for the impact assessment (within year 1), periodic evaluation reports (across the contract phase), a mid-term impact assessment (year 3), and dissemination of first findings (across the contract phase). The assignment will be implemented under IFAD’s best value-for-money principle, ensuring fairness, transparency, sustainability, and effective competition.
