BACKGROUND Malaysia continues to experience a high burden of road traffic injuries and fatalities, with Selangor being one of the most affected states. Despite national efforts under the Malaysia Road Safety Plan 2022–2030 and the WHO Decade of Action for Road Safety, post-crash care remains a critical area for improvement. Emergency response systems in Malaysia face challenges such as traffic congestion, coordination gaps, and limited first-aid training. There is also a lack of comprehensive data on the quality and timeliness of emergency services and hospital care following road traffic accidents (RTAs).   PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY The primary purpose of this contract is to collaborate with the WHO Country Office in conducting a comprehensive assessment of post-crash response in Selangor, with the aim of identifying actionable measures to reduce morbidity and mortality following RTAs.   METHODS TO CARRY OUT THE ACTIVITY The contracted entity is expected to carry out Desk review of policies, reports, and WHO guidelines. Conduct field surveys and interviews with Emergency medical service (EMS) personnel, hospital staff, police, and crash survivors, Case studies of high-incidence crash sites, and Stakeholder workshops to validate findings and co-develop recommendations for post-crash response in RTAs   DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT Output 1: Conduct a comprehensive assessment of post-crash response in Selangor. Deliverables: 1.1 Map out and assess timeliness and access to first aid and EMS. 1.2 Evaluate coordination among emergency responders (ambulance, police, fire, bystanders). 1.3 Identify systemic and operational gaps in post-crash response. 1.4 Recommend interventions to improve outcomes. 1.5 Conduct stakeholder consultations and validation workshops. 6. Produce a final assessment report with evidence-based recommendations and a draft framework for improved EMS coordination.   Output 2: Submission of monthly technical and financial progress reports and final technical and financial reports to WHO Deliverables: 2.1 Share monthly project progress Department, monthly vaccination and financial progress reports 2.2  final technical reports including all deliverables to WHO, together with financial report   QUALIFICATIONS & EXPERIENCE QUALIFICATIONS A registered institution, company, or organization in Malaysia. Preferably an academic or professional organization   EXPERIENCE Required: Proven experience in health systems research, emergency response, or trauma care assessments.   Desirable: Experience working with government health agencies or international organizations.   TECHNICAL SKILLS & KNOWLEDGE - Strong understanding of emergency medical systems and trauma care. - Experience in qualitative and quantitative research methods. - Excellent communication and stakeholder engagement skills. LANGUAGES Fluent in written and spoken English and Bahasa Malaysia.
