IntroductionUNDP Bhutan is seeking proposals from the eligible and qualified consulting firms for the consulting assignment for Preparation of TNA update, resource mobilization plan and financing mechanism for Bhutan’s NDC 3.0 implementation. You are encouraged to review the attached Terms of Reference in details while preparing your submission.Brief scope and the objectives of the assignment as follows:The objective of the assignment is to prepare the resource mobilization plan, update the Technology Need Assessment (TNA) for both climate change adaptation and mitigation and create new business models and/or innovative financial mechanisms and schemes to increase low-emission and climate resilient investment in sync with the Third NDC of Bhutan.The first part entails TNA 2013 update which is anticipated to pinpoint climate technologies and solutions that facilitate the execution of the LT-LEDS, NDC, and bolster private sector investments, highlight technologies that meet women’s and private sector’s specific needs.The second part entails Resource Mobilization plan preparation through conducting feasibility study on the financing requirements essential for achieving the objectives and targets set forth in NDC 3.0, with clear emphasis on financing mechanisms taking into consideration both international and domestic financing and instruments (e.g., green bonds, Public-Private Partnership, blended finance, carbon markets).The third part entails identification, developing and implementing business models and financial mechanisms through removing barriers (policy, regulatory, financial, institutional) for private sector engagement/partnerships and investment. The development and implementation of suitable business model is anticipated to spur private sector investments in support of LT-LEDS and the NDC implementation in Bhutan.The International Consulting Firm hired for this assignment will work closely with the National Consultants bringing local knowledge and network and hired separately to support the three components: Resource mobilization, TNA update and financing mechanism/business model development. The experts engaged should work collaboratively to produce work of high quality, ensure the capacity of national consultants is enhanced, and flow of information is well maintained.
