The mere act of submission of a Proposal implies that the Service Provider accepts without question the General Terms and Conditions of UNDP.[SCOPE OF TENDER......] Under the overall guidance and supervision of UNDP, the consulting firm will support the technical development of three to six (3–6) shortlisted mitigation activities in Kenya and Zambia under Article 6.2 of the Paris Agreement, progressing selected project concepts from early screening stages through to the preparation of Mitigation Activity Design Documents (MADDs). The scope of work will include the following key tasks: 1. Project Screeng and Readiness Assessment Conduct technical screening and readiness assessments of shortlisted mitigation project concepts to confirm project robustness, alignment with Article 6.2 requirements, and suitability for progression to detailed development. 2. Development of Mitigation Activity Idea Notes (MAINs) Prepare and finalise Mitigation Activity Idea Notes (MAINs) and associated supporting documentation for shortlisted projects, reflecting project design, preliminary mitigation potential, additionality considerations, safeguards screening, and alignment with host country NDCs and authorisation requirements. 3. Environmental, Social, and Sustainable Development Assessments Lead the preparation of required Environmental and Social Impact Assessments (ESIAs), UNDP Social and Environmental Standards (SES) alignment reports, and Article 6.2 Sustainable Development and SDG contribution assessments, in close coordination with project developers and relevant stakeholders. 4. Development of Mitigation Activity Design Documents (MADDs) Develop Article 6.2–compliant Mitigation Activity Design Documents (MADDs) for selected projects, in alignment with UNFCCC guidance, applicable methodologies, national regulatory frameworks, and UNDP standards, incorporating environmental and social safeguards and sustainable development considerations. 5. Stakeholder Engagement and Coordination Support and participate in technical consultations and coordination meetings with UNDP, project developers, Designated National Authorities (DNAs), sector ministries, and other relevant stakeholders to support project development and alignment with national processes. 6. Support to Validation and Host Country Authorisation Provide technical backstopping during independent validation and host country authorisation processes, including responding to validation queries, supporting revisions to project documentation, and facilitating coordination with Validation and Verification Bodies (VVBs) and national authorities. 7. Reporting and Knowledge Consolidation Prepare a consolidated technical report summarising activities undertaken, methodologies applied, key findings, developed MAINs and MADDs, validation outcomes, challenges encountered, lessons learned, and recommendations for future Article 6.2 pipeline development. The consulting firm will work in close coordination with UNDP, project developers, national authorities, and other relevant stakeholders to ensure technical robustness, procedural compliance, and readiness for subsequent Article 6.2 authorisation steps.
