Dear Bidder, The International Labour Organization (ILO) seeks to engage a qualified company to design, develop, and implement an Interactive Voice Response (IVR)-based mobile solution aimed at enhancing the delivery of agricultural extension services to farmers. The overall objective of this assignment is to improve farmers’ productivity, resilience, and food security by providing timely, accessible, and localized agricultural information through mobile technology. The selected contractor will be responsible for developing and deploying an IVR platform that enables farmers to access advisory services using basic mobile phones, without the need for internet connectivity. The system shall support both inbound and outbound communication, allowing users to retrieve information on demand and receive automated voice messages covering key agricultural topics, including but not limited to crop management, weather updates, pest and disease control, market prices, and climate-smart agricultural practices.
