The Procurement Division is seeking information from service providers offering training in Organizational Governance, Finance Business Partnering (FBP), and Professional Accountancy Qualification (PAQ) Programmes. This Request for Information (RFI) aims to gather insights into the capabilities and training services available in the market. Vendors may respond to the request for information for one, two, or all three of the training programmes—(I) Organizational Governance, (II) Finance Business Partnering, and/or (III) Professional Accountancy Qualification—depending on their area of expertise and service offerings. I. Organizational Governance: The United Nations Secretariat is seeking to implement an executive certificate programme in organizational governance for its senior leaders. The Organizational Governance and Resource Stewardship Programme is a three-day executive certificate course/facilitation which aims to provide the existing cadre of senior leadership with the necessary support and tools to successfully strengthen entity-level organizational (aka ‘corporate’) governance. This programme carves out a space for senior leaders to address the question of “how do I lead/govern my pillar better” through a combination of traditional training experience and hands-on practical implementation. The Governance programme will be structured as a three-day executive certificate programme and should embody international best practices in public sector good governance. This could include the International Framework for Good Governance in the Public Sector or a comparable framework which would suit the needs of a large and complex public-sector organization such as the United Nations operating in a diverse, complex and dynamic environment. On-site, in-person delivery of the Organizational Governance and Resource Stewardship Programme at each respective UN entity and field mission is strongly required. II. Finance Business Partnering (FBP): The United Nations Secretariat is seeking to promote learning among its staff members and provide universally recognizable professional certification options. The Finance Business Partnering programme focuses on the skills and knowledge required to operate effectively as a finance business partner and practitioner. The delivery is done entirely online to cohorts of ideally 10-12 people and aims at staff who have undertaken traditional finance/budget functions and whose role further requires them to engage with and provide advice to senior managers. The heart of the programme focuses on the following topics: 1. Governance, Stewardship, and Value for Money; 2. Organizational Strategy and Communicating with Impact; 3. Emotional Intelligence: Relationship Building and Achieving Outcomes & Influencing Skills; 4. Transformational Change. III. Professional Accountancy Qualification (PAQ): The United Nations Secretariat is seeking to promote learning among its staff members and provide universally recognizable professional certification options. The Professional Accountancy Qualification is a group of certification courses that follow a linear approach. Learners must have successfully completed or have been exempt from the previous course to move on to the next. The major topics include: Management and Financial Accounting; Financial Management and Audit; Governance, Risk, and Taxation; Public Sector Financial Management and Reporting. Online (live and recorded lessons) and mostly asynchronous learning methodology. A virtual learning environment or hub/platform which is accessible for students is required.
